My proposition for this option:
-Every military building menu should have one simple button "custom settings"/"back to global settings" (or similar names) in building menu.
-Once you click on it you can use the slider or +/- buttons to determine the number of soldiers you want to have in this particular building.
-If you choose "custom settings" on the building should appear board with "C" letter (similar to "X" board for gold prohibition), so you can easy recognize which buildings use custom settings, and which don't.
-If you want the building back to standard military settings, press the button "back to global settings" (which replace "custom settings" in building menu when it's used), and "C" board disappears.
-Activating "custom settings" for a building could be also used for other settings, like regulations on soldiers strength (sending the strongest or the weakest soldiers from headquarters or warehouse in the first place) and coins (ordering exact amount of coins, similar to tool ordering in metalworks) .
