I added a addon to see the hitpoints of soldiers in military buildings.

Am I allowed to push changes to the repository?

No, but if you have forked the repository on Github you can open a Pull Request, which we can review and eventually merge. This is the common (and recommended) procedure to have a review proces to e.g. detect oversights or typos etc.
