I didnt watch the entire video, though what i've seen isnt entirely correct. Tool production works like that:
One tools is selected randomly from all tools set to > 0%, with the chance adjusted to the setting ratio. That is, if you set hammers to 100% and shovels to 50%, your toolsmiths will produce a hammer with 2/3 chance and a shovel with 1/3 chance, which on average means twice as many hammers as shovels. Its exactly the same if you set hammers to 20% and shovels to 10% - only the ratio matters here.
A consequence from each tool being produced randomly is you still may get 3 shovels in a row even though you have set hammers to twice as likely, so to guarantee production of one specific tool, you have to set all other tools to 0. Consequently, it then doesn't matter what you set that remaining tool to, as long as its > 0.
If all tools are set to 0, tools are produced randomly.
To have your toolsmiths produce a certain number of tools, you could also use the tool ordering addon, which simplifies producing a specific amount of several tools without having to constantly adjust percentages.
Edit:
A little quirk of toolsmiths is that they produce the tools before deciding what they are producing, i.e. if your settings are 100% hammers and you switch to shovels while your toolsmith is working on a tool, you will get a shovel. The decision which tool you get is only made right before carrying it out of the building.
